BACKGROUND: Funding has been appropriated in the 2003 Health Special Revenue Fund budget to provide assistance for education and support services for individuals with AIDS and HIV infection. This ordinance authorizes a contract with Amethyst, Inc. for the provision of Primary HIV Prevention Initiative Services. This is the 16th year for the HIV/AIDS Community Action Grants and the Primary HIV Prevention Initiative, a new initiative, is targeted to serve African-American & other minority females of childbearing ages. This grant was bid competitively based on a request for proposals in June 2003. Amethyst will be integrating specialized HIV/STD prevention services into their comprehensive women's health and wellness curriculum. Amethyst serves a large number of African-American women and their children in their AOD treatment program. This type of program meets the CDC recommendation of HIV individual and group level interventions. Emergency action is requested in order to avoid a delay in providing client services.
FISCAL IMPACT: Funding for this contract is budgeted in the 2003 Health Special Revenue Fund.

To authorize the Board of Health to enter into a contract with Amethyst, Inc. for the provision of Primary HIV Prevention Initiative Services, to authorize the expenditure of $55,000 from the Health Special Revenue Fund to pay the cost thereof, and to declare an emergency. ($55,000)

WHEREAS, funding has been appropriated in the 2003 Health Special Revenue Fund budget to provide assistance to various community agencies which can provide education and support services for individuals with AIDS and HIV infection; and,
