Explanation

This is consent legislation with the State of Ohio, Department of Transportation (ODOT) for replacement of the Main Street Bridge over the Scioto River. This legislation would repeal Ordinance No. 1795-00 passed July 31, 2000 and redefine the project funding arrangement between ODOT and the City. (FRA 62-14.11 PID 15252).

The current legislation for this project states that the City is responsible for preliminary engineering and design costs for the Main Street Bridge. The current cost estimate for design of the Main Street Bridge is $4,104,681.00. ODOT is responsible for right-of-way acquisition and construction costs, the latter of which were originally estimated to be $12.5 million. Under this new legislation, the City is still responsible for preliminary engineering and design costs, however, ODOT is capping its funding for construction of the Main Street Bridge at $15.2 million. The new estimated construction cost for the Main Street Bridge is $25.2 million. Therefore, the City will be responsible for all construction costs in excess of $15.2 million, including change orders.

ODOT will pay for all construction management costs including inspections and will inspect the bridge on an annual basis in accordance with ORC 5501.47. The City will pay for all Requests for Information and review of the temporary shoring plan.

Since this project lies within the City of Columbus, this consent ordinance is necessary. Construction of this project is scheduled to begin in 2004.

Fiscal Impact: The estimated construction cost for the Main Street Bridge is $25. 2 million of which $15,200,000.00 will be paid by ODOT. The City will be responsible for an estimated $10,000,000.00 in construction costs for the Main Street Bridge. Funds for the City's portion of the construction costs were requested in the 2003 Capital Improvement Budget.
