Explanation
BACKGROUND: This ordinance authorizes the Public Safety Director to enter into a contract with Thoroughbred Aviation Maintenance, Inc. in the amount of $1,248,000.00 for maintenance and repairs of the Division of Police's helicopter fleet. This agreement will be used to repair and maintain the fleet of Police helicopters as required by the FAA. This agreement shall meet the criteria and standards related to aviation maintenance, as set forth in the Airborne Law Enforcement Accreditation Certification process.
Bid Information: Formal Bid # RFQ030268 was opened on May 22, 2025. The bid received two responses. Bids were received from Helicopter Minit-Men, Inc and Thoroughbred Aviation Maintenance, Inc. The bids were reviewed by the Helicopter Unit personnel and it was determined that Thoroughbred Aviation Maintenance provided the lowest and best bid.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
Formal Bid Section 3.4.9 allows for an option of three (3) one (1) year renewals, making the overall contract length a potential four (4) years.

EMERGENCY DESIGNATION: Emergency legislation is requested so helicopter maintenance can continue and the fleet can be maintained in operational performance without interruption.
FISCAL IMPACT: This ordinance authorizes an expenditure of $1,248,000.00 from the General Fund for a helicopter maintenance contract. $1,503,206.00 is budgeted in the 2025 Police General Fund for this expense. In 2024, the Division spent or encumbered $1,238,222.00. In 2023, the Division spent or encumbered $1,151,222.00.
