Explanation

BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a contract with The J. Ashburn, Jr. Youth Center, Inc. for various eligible costs associated with the construction of their new facility. The Center is located at 85 South Clarendon Avenue in the Hilltop Community Reinvestment Area. The contract amount will be $41,000. Examples of costs eligible for this contract are architectural, engineering and utility fees.

This organization has been actively involved in the Hilltop community for over 42 years with programs geared to youth aged six to twenty-one years. The Center provides an after-school program, counseling and tutoring services, and nutritional meals in the summer.

This legislation is presented as an emergency to provide funding as soon as possible.


FISCAL IMPACT: Funds for this contract are allocated from the 1999 Community Development Block Grant Fund, Hilltop I Community Reinvestment Area Fund.

WHEREAS, the Director of the Department of Development desires to enter into a contract with The J. Ashburn, Jr. Youth Center, Inc. to provide funding support for the new youth facility, within the Hilltop neighborhood ; and

WHEREAS, the contract will enable The J. Ashburn, Jr. Youth Center, Inc. to continue the programs it offers to Hilltop Area youth, aged six to twenty-one years; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to enter into a contract with The J. Ashburn, Jr. Youth Center, Inc. in order to preserve the public peace, health, safety, and welfare; and NOW, THEREFORE,
