Explanation
BACKGROUND: The Columbus Health Department was awarded $155,500 in grant monies from the Ohio
Department of Health for the 2005 Cardiovascular Health program. Of this award, the Franklin County Board
of Health received a $24,000 contract. The Columbus Health Department has been awarded additional grant
funds from the Ohio Department of Health for the Cardivascular Health program in the amount of
$11,000. This ordinance is needed to modify a contract with the Franklin County Board of Health for $4,000
for the time period January 1, 2005 through December 31, 2005. This contract modification will allow for
planning services and targeted neighborhood coalition building to promote physical activities in central Ohio.
Why couldn't the need for the additional services be foreseen when the contract was originally awarded? The Grantor has just made the additional monies available.
Why would it not be in the City's best interest to have the additional contract requirement awarded through competitive bidding? The contract is being awarded in accordance with the requirements of the Ohio Department of Health, i.e., it is population based and the Franklin County Board of Health is specified by the Ohio Department of Health to receive these monies.
How was the price for the additional goods or services determined? The Ohio Department of Health provided the dollar range to award and the exact amount was determined through negotiations between the Columbus Health Department and the Franklin County Board of Health.
