Explanation
BACKGROUND: The City of Columbus will institute a three-digit, single point of contact, telephone number ("3-1-1") that residents will call to access services provided by a variety of city agencies; such as the Health Department, Sewer and Drains, Mayor's Action Center, Recreation and Parks, and the Division of Transportation. Establishing this single point of contact ("3-1-1") will provide better service and convenience to residents and customers. Residents will no longer need to look up or memorize seven or ten digit numbers associated with multiple city agencies and their perspective services. To institute this telephone service, the Department of Technology (DoT) requires software support and implementation by SBC Global Services. Within this geographical calling area, SBC is the only provider with the Tariff and the only vendor that provides such 3-1-1 service. For these reasons, the Department of Technology would like to enter into contract with SBC based on sole source provisions of the Columbus City Code. Without the software support, the city will not be able to provide the 3-1-1 telephone number to its residents. Not providing this service will negatively impact customer service and peak performance provided by city residents and employees.
This ordinance will authorize the Department of Technology to enter into contract with SBC Global Services for services associated with 3-1-1 telephone services, software and support.
FISCAL IMPACT: Funding this acquisition for services with SBC 3-1-1 software support is available in the 2005 internal service fund and will cover the time period from January 3, 2006 through March 3, 2007.
