Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Public Safety to expend $6,000,000 for the use of the Franklin County Correction Centers for the housing of City of Columbus prisoners. The City of Columbus and Franklin County entered into a contract CT-15777 that charges a per diem amount for the housing of City of Columbus Prisoners, thus eliminating the need for an annual reconciliation. This contract, signed in 1994 by the County Commissioners and the city, is amended periodically only for per diem increases. The current per diem amount of $70 per day was established in January 2002. This ordinance is a request to expend $6,000,000 for twelve months of prisoner expenses with the Franklin County Sheriff for the housing of City of Columbus Prisoners.

FISCAL IMPACT: The Public Safety Department budgeted $7.4 million in the 2009 General Fund budget for the housing of prisoners with Franklin County. The city's cost in 2008 to house prisoners with Franklin County was $7,018,685. Because of credits from prior years' over payments, the city only paid Franklin County $6,367,972 of that amount. Of the $7,800,381 charged to the City by Franklin County for prisoner housing expenses in 2007, $7,534,245 was credited back due to over payments in prior years.
