1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Malcolm Pirnie, Inc. for the Wastewater Treatment Facilities Upgrade - General Program, for the Division of Sewerage and Drainage. The contract provides engineering and technical assistance with planning, designing, constructing and operating facilities under the Division's capital improvements program. This contact will provide services for a six (6) year period, and is being funded by approximately annual increments by contract modifications. This initial funding will provide for services estimated to be needed through December, 2010. The amount requested under this ordinance is $2,000,000.00. The Division has determined that these services cannot be performed by City personnel at this time, and has planned for the procurement of these services on a routine basis.

B. Procurement Information: The basis for selection of the chosen professional engineering services firm: The Division advertised Request for Proposals (RFP's) for the subject services in the City Bulletin in accordance with the provisions of Section 329.14 of Columbus City Codes. The Division of Sewerage and Drainage received one technical proposal on August 31, 2009 from Malcolm Pirnie, Inc.
