Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with Chester Engineers (formerly ATS-Chester Engineers), for professional engineering services for Snouffer Rd. at Olentangy River Rd. Stormwater System Improvements. This project will provide roadside drainage along both sides of Snouffer Road between Olentangy River Road and Pine Meadows Ct to mitigate street and yard flooding in the project vicinity as well as pavement scour and erosion along Snouffer Road as it approaches Olentangy River Road.
2. ENGINEERING CONTRACT AWARD: Chester Engineers was selected in accordance with the procedures set forth in Columbus City Code, Section 329.13, "Awarding professional service contracts through requests for Statements of Qualifications". Thirty-seven statements of qualifications were received and opened on July 15, 2005. Requests for Cost Proposals (RFP's) were sent to five firms having the experience necessary to complete the project; Chester Engineers, Kabil Associates, Ribway Engineering Group, R.W. Armstrong, and Stone Environmental. All five consultants submitted RFP's on September 14, 2006.
Upon review of the technical proposals, the bidders were ranked using criteria specified in City Code, and more specifically: proposal quality/feasibility, competence to perform required work, project schedule, and location of the workforce.
Based upon these criteria, Chester Engineers was selected as the highest-ranked bidder. Their Contract Compliance Number is 20-2401674 and it expires on March 25, 2008.
3. FISCAL IMPACT: This legislation includes a transfer within the Storm Sewer Bonds Fund to provide sufficient funding for the project, as well as an amendment to the 2006 Capital Improvements Budget to provide sufficient authority.
