PROPOSED USE: Multi-unit residential development.
DEVELOPMENT COMMISSION RECOMMENDATION: Approval (4-0) on May 8, 2025.
CITY DEPARTMENTS' RECOMMENDATION: Approval. The 7.7± acre site consists of two parcels developed with a variety of uses including office, warehouse and multi-unit residential zoned in the R, Rural District due to annexation into the City of Columbus. The uses allowed by the AR-3 district are consistent with the Columbus Growth Strategy (2026), which recommends “Mixed-Use 2” land uses at this location. Additionally, the request is consistent with similar multi-unit residential developments in urban areas, and meets the city’s initiative of increasing housing. Concurrent Council variance (Ordinance #0378-2026; CV22-062) has been filed showing a multi-unit residential development, and includes variances for reduced landscaping and screening, building and parking setbacks, required parking, lot coverage, rear yard, and perimeter yard.

WHEREAS, application #Z22-050 is on file with the Department of Building and Zoning Services requesting rezoning of 7.7± acres from R, Rural District, to AR-3, Apartment Residential District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the requested AR-3, Apartment Residential District will further the City of Columbus’ mission to provide more housing in all areas of the city and is consistent with the Columbus Growth Strategy’s land use recommendation; now, therefore:
