Title: To authorize the Director of Recreation and Parks Department to execute those documents, on behalf of the City, necessary to exchange certain real property with Nationwide Children's Hospital for the reconfiguration of its adjacent roadway in order to improve the flow of traffic surrounding the hospital, to waive the Land Review Commission provisions of the Columbus City Codes (1959) and to declare and emergency.
Explanation

As consistent with Nationwide Children's Hospital ("Hospital") master plan for redeveloping its surrounding area, it is necessary for the Hospital to acquire certain adjacent City owned property in order to re-align portions of the roadway. The reconfiguration will create a traffic circle at Ann Street and Children's Drive, which will improve the flow of hospital traffic. The Hospital proposes to convey a 0.045 acre +/- to the City of Columbus in exchange for a 0.038 acre +/- necessary to the roadway's reconfiguration. The Recreation and Parks Department has determined that the exchange would not adversely affect the City of Columbus and the changes have been included in the master plan for Livingston Park, and should be allowed at no charge. This legislation authorizes the Director of the Recreation Department to execute those documents necessary to the exchange of the subject real properties.

Emergency Justification: Emergency action is requested to allow for the immediate realignment of Ann Street and Children's Drive, which will improve the flow of hospital traffic, thereby preserving public health, peace, property, safety, and welfare.
