Explanation
BACKGROUND:
This ordinance authorizes the Director of Development to execute a contract with United Way of Central Ohio for financial empowerment program design services. The total amount of this contract is $35,000.

United Way of Central Ohio will provide strategic planning and program design support to help the City draft an implementation plan to launch an initiative bringing professional, free, one on one financial counseling as a municipal service to Columbus residents.

Emergency action is necessary to begin program design as soon as possible to assist residents with financial counseling during a difficult, economic time.

FISCAL IMPACT: Funding is available in the General Fund, Jobs Growth subfund.

WHEREAS, it is a priority of the City to support efforts that enhance the financial security of residents; and

WHEREAS, the Director of the Department of Development desires to enter into a contract with United Way of Central Ohio for strategic planning and program design support; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Director to execute a contract with United Way to begin program design as soon as possible to assist residents with financial counseling during a difficult, economic time, thereby preserving the public health, peace, property, safety and welfare; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
