Explanation
As a condition for the receipt of federal Community Development Block Grant (CDBG) monies, the Department of Housing and Urban Development (HUD) requires the City to implement a Fair Housing Program. The Columbus Urban League (CUL) is the local agency whose responsibility it is to provide Fair Housing Services to the City. These services provide access to housing for minorities and disadvantaged persons through research, advocacy, landlord-tenant counseling, housing discrimination investigation, placement assistance and public education. In 2005 the CUL will continue implementation of the Fair Housing Action Plan, which seeks to eliminate the barriers to fair housing choice identified in the Analysis of Impediments completed in 2001. As the city's contractor for this activity, the CUL will promote the availability of and accessibility to safe, decent, sanitary and affordable housing and will work towards the elimination of overt and subtle patterns of housing discrimination.

WHEREAS, it is the desire of the Department of Finance to expend monies from the Community Development Block Grant Fund for an agreement with the Columbus Urban League for the Fair Housing Program, and
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance in that it is immediately necessary to expend the aforementioned funds for the ongoing timely operation of the Fair Housing Program; Now, Therefore
