Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Utilities to enter into a professional services contract through the City’s RFP process with OHM Advisors, Inc. for the East Broad Street Area Water Line Improvements project, CIP No. 690236-100170, in an amount up to $361,486.46.

The purpose of this project is to construct required improvements to the water distribution systems in the East Broad Street Area. The improvements identified in the scope of work will replace or rehabilitate water lines that require frequent maintenance, possess high break frequencies and are in need of rehabilitation or replacement. This project includes replacing or rehabilitating approximately 7,020 linear feet of 8-inch, 12-inch, and 16-inch water lines and transferring existing services. The streets include East Broad Street, North Broadleigh Road, North Chesterfield Road, North Harding Road, Denver Avenue, Edgevale Road, Lowell Road, North Kellner Road, East Broad Street Frontage Road, South Harding Road, and South Kellner Road.

This project is located within the following Community Area: Mid East (57).

TIMELINE: The duration of the design phase is estimated to take 12 months. The contract will be effective from the time the consultant is authorized to begin work on this contract until the construction work is complete and accepted by the City.

ESTIMATED COST OF PROJECT: The bid amount and proposed award amount is $361,486.46 including a 15% design contingency amount that will be utilized to fund needed and approved changes in the work. No contract modifications are anticipated at this time; however, design exigency might later compel modification of this contract, if unforeseen difficulties are encountered.
