Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to enter into contract with Darby Creek Excavating, Inc., for the construction of the Hilock/Lewis Roads Assessment Sewer Project, and to pay a maximum of $826,223.52 for the construction contract; $17,507.49 interest on residents share; and $123,933.53 for the cost of the construction administration and inspection services with the Dept. of Transportation.
2. BID INFORMATION:
The Director of Public Utilities publicly opened three competitive bid proposals on May 9, 2007. The results of these bids were: Tata Excavating, Inc. ($1,146,787.63), Nickolas M. Savko & Sons ($1,158,406.73), and Darby Creek Excavating, Inc. ($826,223.52). Bid is recommended to the lowest, best, responsive and responsible bidder.
3. FISCAL IMPACT:
This project is being constructed in accordance with the special assessment provisions of the Columbus City Codes. This legislation includes a transfer of cash between the Sanitary Sewer Bond Fund (664) and the Sanitary Sewer Assessment Fund (662), and the amendment of the 2007 Capital Improvements Budget to establish sufficient funds and budget authority to cover the City's portion of the required expenditures upon passage of this ordinance. Funding for this project is being provided by a note from the City of Columbus's Treasury Investment Board (Ord. 0501-2007). Upon completion of the project, property owners will be notified of their final assessment for the improvements. After payments have been accounted for, the City will bond the remaining balance of the property owners share of the project. This bond will then be retired from proceeds from the special assessment receipts included within the individual property owner's property tax bill over a ten year period.
