Explanation

Background:
This legislation authorizes the Department of Recreation and Parks to appropriate grant funds received from the Ohio Department of Aging and the Franklin County Office on Aging up to the amount of $1,000,000.00 to the Recreation and Parks Grant Fund for the provision of home and community-based services for older adult residents in Delaware, Fairfield, Fayette, Franklin, Licking, Madison, Pickaway, and Union counties.

This ordinance will ensure that appropriations are available to meet payroll, retirement contributions, and insurance coverage obligations for Recreation and Parks Department staff through December 31, 2025.

EMERGENCY DESIGNATION:
Emergency action is requested so that the funds can be immediately available to meet payroll, retirement contributions, and insurance coverage obligations for staff.

FISCAL IMPACT:
This ordinance authorizes an appropriation of $1,000,000.00 from the unappropriated balance of the Recreation and Parks Grant Fund.

Body

WHEREAS, the Recreation and Parks Department has a need to appropriate funds received from the Ohio Department of Aging and Franklin County Office on Aging to continue the provision of home and community-based services to older adult residents through December 31, 2025; and

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to appropriate said funds, so there is no interruption of services to older adults and funds can be immediately available to meet payroll, retirement contributions, and insurance coverage obligation for staff, all for the immediate preservation of the public health, peace, propert...
