Explanation

BACKGROUND: For the option to purchase Hazardous and Petroleum Waste Disposal and Testing Services with Pro-Terra Environmental Contracting, for the City of Columbus Health Department, the largest user, and for all city agencies. The term of the proposal option contract would be three years with the option to renew for one additional 1-year period. The contract is valid through October 31, 2008 with an optional extension available through October 31, 2009. The Purchasing Office opened formal bids on June 2, 2005. This company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of State database for Findings for Recovery.

The Purchasing Office advertised and solicited competitive proposals in accordance with Section 329.14, Solicitation No. SA001641. Four proposals were received (70 MAJ bids solicited, 4 MAJ: bids received; 4 MBE bids solicited; 0 MBE received; 1 FBE bids solicted, 0 FBE bids received).

The Purchasing Office is recommending award of a contract to the highest ranked offeror.

Pro-Terra Environmental Contracting, MAJ, CC#311272247, $1.00.
Total Estimated Annual Expenditure: $250,000.00

This ordinance is being submitted as an emergency because, without emergency action, no less than 37 days will be added to this procurement cycle and the efficient delivery of valuable public services will be slowed.

FISCAL IMPACT: Funding to establish this option contract is budgeted in the Purchasing Contract Account. City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.
