Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract for the Facilities Management Division with Kone, Inc., for elevator maintenance services for various city buildings under the purview of the Facilities Management Division including the Municipal Court building. Contract period is May 1, 2003 through April 30, 2004. These services were bid in accordance with Columbus City Codes and advertised in The City Bulletin. Formal proposals were solicited and five companies expressed interest (0 MBE, 0 FBE). Four companies submitted bids on Tuesday, February 11, 2003 (0 MBE, 0 FBE) as follows:

Fujitec America: $143,308.31
Thyssen Krupp: $144,649.19
Otis: $145,382.69
It is the recommendation of the Facilities Management Division, along with professional elevator consultant John Blatt Elevator Consulting, Inc., to award this contract to the most responsive and responsible bidder, Kone, Inc.
Contract Compliance Number 362357423, expiration date June 6, 2005.
EMERGENCY action is requested to continue uninterrupted service to these facilities.
Fiscal Impact: Facilities Management budgeted $70,000.00 for elevator maintenance services in 2003. $61,560.00 was spent in 2002 and $64,991.00 was spent in 2001 on elevator maintenance services.
Prior to 2003, elevator repair services at the Franklin County Municipal Court Building were included as part of the facility management contract with CB Richard Ellis. Effective with the 2003 Budget, elevator services for the Franklin County Municipal Court Building are now segregated from the management contract and paid directly by Facilities Management, thereby increasing the amount of funding necessary for the Kone repair contract, but not necessarily increasing overall elevator maintenance services for the Facilities Management Division....
