Explanation
BACKGROUND: The purpose of this ordinance is to amend Ordinances 2571-2025 and 3350-2025 in order to authorize the advanced payment of grant funds per a predetermined schedule to be included in the agreement which language was inadvertently not included when the legislation was originally passed These grant funds will be paid to Aspyr, a not-for-profit organization, in an amount up to $300,000.00 to allow for the implementation of the 2026-2027 EDGE Program.
FISCAL IMPACT: No additional funds are requested at this time. Auditor’s Certificate #ACPO012448 from Ordinance 2571-2025 and #ACPO012711 from Ordinance 3350-2025 will be utilized to establish the new advance payment grant agreement after this Ordinance is passed.
EMERGENCY DESIGNATION: The Civil Service Commission respectfully requests this legislation be considered for emergency action to allow for advanced payment of the grant funds to proceed per the predetermined schedule within the grant agreement.

WHEREAS, Ordinance 2571-2025 and Ordinance 3350-2025 authorized the Executive Director of the Civil Service Commission to enter into a grant agreement with Aspyr, a not-for-profit organization but not an advance payment grant agreement which was intended for implementation of the 2026-2027 Edge Program; and
WHEREAS, an emergency exists in the usual daily operation of the Civil Service Commission, in that it is immediately necessary to authorize the amendment of Ordinances 2571-2025 and 3350-2025 to authorize the Executive Director of the Civil Service Commission to enter into an advance payment grant agreement with Aspyr to provide for the...
