Explanation

Background: This ordinance authorizes the appropriation of $2,553,033.00 within the 2024 Housing Opportunities for People with AIDS (HOPWA) entitlement grant from the U.S. Department of Housing and Urban Development. This funding will continue to support those eligible individuals within the HOPWA program.

This legislation represents the appropriation for the HOPWA portion of the 2024 Action Plan, per Ordinance 2993-2023.

Emergency Designation: Emergency action is requested to assure that funding is available for personnel charges as well as subsequent ordinances that are forthcoming requesting approval to expend these funds is available.

Fiscal Impact: Funds in the amount $2,553,033.00 are available within the 2024 HOPWA grant (G442303).

Body

WHEREAS, the City of Columbus expects to continue as a participating jurisdiction of the U.S. Department of Housing and Urban Development for 2025; and

WHEREAS, the City of Columbus is the recipient of HOPWA funds from the U.S. Department of Housing and Urban Development; and

WHEREAS, the Columbus City Council has approved the 2024 Action Plan, per Ordinance 2993-2023, as required by HUD; and

WHEREAS, it is immediately necessary to appropriate funding within the grant to assure funding is in place for personnel as well as further support eligible individuals within the HOPWA program thereby preserving the public health, property, safety and welfare; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
