BACKGROUND:
Columbus continues to experience rising housing prices and a limited supply of affordable housing. Columbus City Council continues to seek all opportunities to encourage the creation of housing that is affordable to residents, including the establishment of a Yes In God’s Backyard program (YIGBY) (Ord. 0245-2026) to expedite the ability to develop affordable housing on land owned by specific not for profit organizations.

Many nonprofit organizations and faith-based organizations that are eligible for the YIGBY program are new to housing development and housing operation and require substantial support as they seek to use their owned land for affordable housing development.

This legislation authorizes the City Clerk to enter into a not for profit grant agreement in an amount up to $148,000.00 for Enterprise Community Partners, Inc. for the Mission Driven Affordable Housing Initiative training. The Mission-driven Affordable Housing Initiative is a training that will provide training, technical assistance, and education about the real estate development process. The training provided by Enterprise Community Partners, Inc. draw on their unique experience with technical assistance and tested Faith Based Housing curriculum that they have used to conduct similar trainings throughout the U.S.

This ordinance authorizes the City Clerk to enter into a not-for-profit grant agreement with Enterprise Community Partners, Inc. for the Mission Driven Affordable Housing Initiative in an amount up to $148,000.00; to authorize the appropriation and expenditure in an amount up to $148,000.00 from the Neighborhood Initiatives subfund. FISCAL IMPACT: Funding for this grant agreement is available within the Neighborhood Initiatives subfund ($148,000.00).
