Explanation

BACKGROUND: For the option to purchase Alfa Laval Centrifuge Parts and Service for the bigger user, the Division of Sewerage and Drainage. The term of the proposed option contract would be from the date of execution for two (2) years with the option to extend for one additional year.

The Purchasing Office solicited 128 vendors for the purchase of Alfa Laval Centrifuge Parts and Service (SA001646). Of those solicited, 2 had certified MBE status and 1 had certified FBE status. The formal bid opened June 2, 2005. There was one proposal received (MBE:0; FBE:0).

The proposal was deemed non-responsive due to no signature on the Proposal Page. The Division of Sewerage and Drainage, the largest user, requested that SA0001646 be cancelled, and the proposal from Alfa Laval, Inc., be considered on an informal basis and a contract be established as they are the lowest responsible, best, and sole bid received.

The Purchasing Office is recommending award of a contract to the lowest responsible, best, and sole bid:

Estimated Annual Expenditure: $200,000.00

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search. This ordinance is being submitted as an emergency because, without emergency action, no less than 37 days will be added to this procurement cycle and the efficient delivery of valuable public services will be slowed.

FISCAL IMPACT: Funding to establish this option contract is budgeted in the Purchasing Contract Account. The Division of Sewerage and Drainage will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.
