Explanation
BACKGROUND: This ordinance authorizes the Director of Public Safety to enter into a contract with Life Safety Inspection Vault LLC for their web-based platform that will enable the Division of Fire’s Fire Prevention Bureau to effectively track, collect, organize, and enforce fire and safety systems within its jurisdiction.
Ordinance 3440-2024, passed December 16, 2024 amended Section 2501.07 of Columbus City Code to require the Department of Public Safety, Division of Fire to act in accordance with the provisions of Chapter 329 of Columbus City Code to select and contract with a single-point repository service company (“SRSC”) for reporting of required fire protection system information to the Fire Prevention Bureau. Amended Section 2501.07 of Columbus City Code also requires all contractors, entities, companies, or individuals providing inspections, tests, and maintenance of the fire prevention systems listed within Section 2501.07.3 to enroll and utilize the approved single-point repository service company (“SRSC”) for reporting information regarding the inspections, tests, and maintenance of the fire protection system to the Fire Prevention Bureau. Amended Section 2501.07.4.1 of Columbus City Code states that the SRSC is authorized to charge a fee to users of the reporting system. The maximum fee per inspection shall be set forth within the contract.
In January 2025, the Department of Public Safety published a Request for Proposals (RFP) for a third-party fire inspection, testing, maintenance (ITM) reporting software. The goal of this RFP was to contract with a company that can best provide third-party fire inspection, testing, maintenance (ITM) reporting software as required by Section 2501.07 of Columbus City Code.
