Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase Promega Crime Lab Supplies with Promega Corporation. The Division of Police is the sole user for Promega lab supplies. Promega Crime Lab Supplies are used in the Crime lab for DNA testing. Promega Corporation is the sole source and only manufacturer of these supplies. Pricing was obtained by published price list. The term of the proposed option contract would be approximately three (3) years, expiring June 30, 2029, with the option to renew for one (1) additional year or portion thereof. In addition, the expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO003693.

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance to ensure supplies are not inhibited for the crime lab to extract DNA as the current contract expires June 30, 2026.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: The expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO003693.
