Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to enter into a construction contract with Kokosing Construction Company, Inc. in connection with the Southerly Wastewater Treatment Plant Effluent Disinfection Improvements project for the Division of Sewerage and Drainage. This legislation also authorizes the expenditure of funds needed for those contracts from the Ohio Water Pollution Control Loan Fund.
This project is providing for improvements to the plant's effluent disinfection facilities in two phases of project construction, primarily to improve process capacity, efficiency and safety.
The proposed contract with Kokosing Construction Company is for Contract S69 - Chlorine Contact Tank No. 4, and is the second phase of project construction. This contract will construct the second new chlorine contact tank under this project, and the associated disinfection and dechlorination process equipment.
The contract was advertised in the City Bulletin, and bids were received on April 20, 2005, as follows:
1. Kokosing Construction Company, Inc.|Majority Firm|$3,573,058.65
2. C. J. Mahan Construction Company, LLC|Majority Firm|$3,670,590.00
3. Dugan & Meyers Construction Company|Majority Firm|$3,780,000.00
4. Crace Construction Company|Majority Firm|$3,946,051.00
The Engineer's construction cost estimate was $4,500,000.00
Award is recommended to the lowest and best bidder.
2. EMERGENCY DESIGNATION:
Emergency designation is requested for this legislation, in order to allow award of the construction contract immediately, and avoid the possibility of claimed escalation in material costs, which the City understands is being contemplated by some suppliers, given recent, dramatic escalation in fuel and associated prices.
