Title: To authorize the Director of the Department of Development to modify a contract with Mundell Thomas A, DBA Quality Lawn Care TAM, to increase the amount by $65,000.00 to support routine mowing, removal of brush and excessive high grass, and all foreign material, and similar work for properties held by the Land Redevelopment Division; to authorize the expenditure of $65,000.00 from the 2025 Land Management Fund Budget; and to declare an emergency. Explanation

This legislation authorizes the Director of the Department of Development to modify a contract with Mundell Thomas A, DBA Quality Lawn Care TAM, to increase the amount by $65,000.00 to support routine mowing, removal of brush and excessive high grass, and all foreign material, and similar work for properties held by the Land Redevelopment Division.

In accordance with C.C. 329.09(a):
1. The amount of additional funds being requested under this modification is $65,000.00.
2. The need for additional services was unforeseen at the time the initial contract was awarded, but a legislative modification is required by operation of C.C. 329.09(b).
3. It is in the City’s best interest to continue with Mundell Thomas A, DBA Quality Lawn Care TAM’s current contract as they are a local, and have worked with the Land Redevelopment Division for several years providing exceptional mowing services. The Department of Development advertised RFQ026253 through the Vendor Services portal on November 17, 2023, and accepted proposals for property and lawn maintenance services through the Bonfire portal on December 15, 2023. A total of nineteen (19) responses were received. A total of 13 contractors were selected by an evaluation committee consisting of Staff from the Department of Development and the Office of Diversity and Inclusion. The qualifications were based on prior experience, equipment, staffing, and other factors. The resulting contracts were established for one year with an option to extend an additional year under the authority of Columbus City Code Section 329.19.
