Explanation
BACKGROUND
This ordinance authorizes the Director of the Department of Human Resources to enter into a service contract with OhioHealth Corporation for the Division of Fire ($1,160,000.00) and Division of Police ($300,000.00) in the amount of up to $1,460,000.00 for the Public Safety Health and Physical Fitness Testing contract.
The health and physical fitness program is part of the current collective bargaining agreement between the City of Columbus and the Fraternal Order of Police (FOP), Capital City Lodge #9, and the City of Columbus and the International Association of Fire Fighters (IAFF) Local #67. The intent of the program is to ensure the overall general health and fitness of police officers and firefighters.
Originally, this contract was entered into by the Department of Public Safety. In 2014, the Department of Human Resources began managing the contract for the Divisions of Police and Fire.
The Department of Human Resources solicited Requests for Proposals (RFP) for the Public Safety Health and Physical Fitness Testing contract. The RFP was formally advertised on the Vendor Services and Bonfire website from August 22, 2024, to October 15, 2024. The City received two (2) responses. One (1) proposal was deemed responsive and was fully evaluated. Marathon Health did not submit a responsive proposal. The responding firms were:

OhioHealth Corporation received the highest score from the evaluation committee and will be awarded the Public Safety Health and Physical Fitness Testing contract.
