Explanation
1. NEED: This legislation authorizes the Director of Public Utilities to enter into a professional engineering services contract with DLZ Ohio, Inc. This contract will determine the possible alternatives for the replacement or rehabilitation of the Beulah Road Trunk Sewer which is located in the Glen Echo Ravine of the Clintonville Community. The limits of the project will be the Olentangy River to the west, and Interstate 71 to the east.

The Division of Sewerage and Drainage received technical proposals on August 29, 2003 from Brown & Caldwell, Metcalf & Eddy, and DLZ Ohio, Inc. The committee ranked the proposals on quality and cost. After careful consideration, the committee recommended that DLZ, Inc. be selected to provide the engineering services for these projects, for which the Director of Public Utilities has concurred.

3. FISCAL IMPACT: This ordinance requests the appropriation and transfer of funds from the Sewerage System Reserve Fund to the Ohio Water Pollution Control Loan Fund in order to fund this proposed expenditure. This transaction is a temporary measure that is required until such time as a loan from the Ohio Water Development Authority is in place, and the Division of Sewerage of Drainage requests reimbursement for said expenditures.

4. EMERGENCY DESIGNATION: The Division of Sewerage and Drainage is requesting City Council ...
