Explanation
Background: This legislation authorizes the Public Service Director to enter into a professional services contract for the Facilities Management Division with Security/Risk Management Consultants, Inc. for professional design services associated with the upgrading of the security system used in various city-owned buildings. Security/Risk Management Consultants, Inc. will design a program to upgrade the Matrix Access Control System and to replace the existing analog VHS recording system with a digital recording system. The new security program will include new Windows-based computer software. The current software's operating system is vendor specific and cannot be repaired by City Department of Technology staff. The security system is used in City Hall, 109 North Front Street, and the Beacon Building. The upgrade will also allow City Hall's security system to communicate with the security systems at the Columbus Health Department and the Development Department.
Security/Risk Management Consultants, Inc. was selected per Columbus City Codes 329.10 as the most responsible and qualified firm to undertake this project. Security/Risk Management Consultants, Inc. helped develop the current security system and is in the best position to design the upgrade.
Emergency action is requested so that work may begin as quickly as possible to increase security at important City-owned buildings.
Fiscal Impact: The Facilities Management Division budgeted $250,000 in the 2004 Capital Improvement Budget for upgrades to the security system. The actual project will be bid once the engineering is complete. The total cost of this professional services contract is $4,800.00. Security/Risk Management Consultants, Inc.
