Explanation
BACKGROUND:
This ordinance reduces appropriations within the operating fund for the Health Department by ($640,496) as a result of vacant positions that will not be filled and various savings identified in the supply and services category. As a result of the $5.6 million reduction to the general fund appropriation reducing each fund's general fund subsidy, it is necessary to reduce the appropriation to the health special revenue fund so that expenditures will be in line with projected revenue.
This ordinance is submitted as an emergency to allow for the financial transaction to be posted in the City's accounting system as soon as possible. Up-to-date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT:
For fiscal year 2003, an appropriations reduction of $640,496 will be made to the health special revenue fund will be made to the recreation and parks operation and extension fund.

WHEREAS, a $5.6 million general fund appropriation reduction is necessary due to lowered available resources, and
WHEREAS, the Health Department operating fund revenue subsidy from the general fund was decreased by $640,496, as part of a separate ordinance that reduces general fund appropriations by $5.6 million, and
WHEREAS, a reduction in this departments operating fund appropriation is necessary to bring expenditures in line with projected revenues; and
WHEREAS, an emergency exists in the usual daily operation of the City of Columbus in that it is immediately necessary to undertake the aforementioned action, thereby preserving the public health, peace, property, safety and welfare; now, therefore
