Explanation
The City of Columbus Parking Violations Bureau has a contract with ACS State and Local Solutions Inc., (cc #131996647, expiring 06/01/2008) for the processing of parking tickets issued by the City of Columbus. As a part of this agreement, the City pays ACS State and Local Solutions Inc. for special collection activities. These activities are for delinquent parking tickets that are deemed uncollectible through normal contractual procedures. The collection rate for the fee is not to exceed 18 percent of the revenues collected. Funds collected in excess of the collection fee are placed in the General Fund, while all funds equal to the collection fee will be placed in the Collection Fees Fund, in a special sub fund entitled Delinquent Parking Tickets. This fund was established through Ordinance 0474-2003, that was passed on March 31, 2003. This ordinance provides for the appropriation and expenditure for special collection fees.
FISCAL IMPACT:
There will be no fiscal impact, as delinquent parking tickets are pursued by ACS State and Local Solutions Inc. and fees associated with this service is covered by the collection of said parking tickets. The General Fund will receive additional funds due to these collection efforts.

To authorize the appropriation and the expenditure of $55,000 to ACS State and Local Solutions Inc. within the Collection Fee Fund, for the Parking Violations Bureau for the payment of fees associated with special collection activities. ($55,000.00)
