Explanation
1. BACKGROUND:
This ordinance authorizes the Director of Public Service to modify a professional services contract with True Inspection Services, LLC, for the Roadway - Materials Testing and Inspection 2025-1 contract to and add funds for payment of services.

Ordinance 0835-2025 authorized the Director of Public Service to enter into a professional services contract with True Inspection Services, LLC for the Roadway - Materials Testing and Inspection 2025-1 project. The intent of this contract is to provide the Department of Public Service with continuing, contractual access to additional resources that are necessary to provide inspection expertise and material testing for the department’s construction projects.

This ordinance authorizes the Director of Public Service to enter into a contract modification for the first of two possible periods of one year and to add funds to pay for services in the amount of $500,000.00.

1.1 Amount of additional funds to be expended: $500,000.00
The original contract amount: $500,000.00 (PO506081, Ord. 0835-2025)
The total of Modification No. 1: $500,000.00 (This Ordinance, Ord. 2902-2026)
The contract amount including all modifications: $1,000,000.00

This modification is necessary to allow construction to continue on projects currently being built and for construction to start on recently awarded projects. It was deemed to be more cost efficient to modify the existing contract than to bid this part of the work.

1.3 Reason other procurement processes are not used:
The current contract was anticipated...
