Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Public Safety, on behalf of the Division of Support Services, to modify and extend the professional services contract with Intergraph Corporation (now doing business as Octave) for the 9.4 upgrade to the City's CAD System for the extension of the contract term end date of November 1, 2026 to November 1, 2027. The initial contract in July 2025 was for an 18-month period and was authorized by Ordinance 0598-2025.
The requested extension of this is necessary to support the continued execution of the CAD 9.4 Application Update project. A key project requirement is certification of the CAD 9.4 application for compatibility with the Windows Server operating system version mandated by the Department of Technology in accordance with its technology security standards.
To ensure uninterrupted contractual support through project completion, we respectfully request that the Purchase Order expiration date be extended by a minimum of one (1) year beyond its current expiration date.
In accordance with C.C 329.09(a):
1. Additional Funds: No additional funds are needed for this modification.
2. Unforeseen Needs: Octave, the vendor for the CAD 9.4 application, has advised that certification of the application for the required Windows Server operating system is anticipated in December 2026. As a result of this certification timeline, project completion has been extended and is now projected for the third quarter of 2027.
3. Procurement Justification: Intergraph Corporation is the only known company that can provide maintenance, support and licensing for Fire’s Alerting System; therefore, this contract modification is being executed in accordance with the sole source provisions of Chapter 329 of the Columbus City Code.
4. Price Determination: There was no process in determining pricing for the services. Intergraph Corporation agreed to honor the original price of $385,732.37 authorized by Ordinan...
