Explanation
Article 32, Section 32.3 of the collective bargaining agreement with the American Federation of State, County, and Municipal Employees ("AFSCME") Local 1632 and the City of Columbus, April 1, 2021 through March 31, 2024, requires that any modifications to the Collective Bargaining Agreement be agreed to by the parties. Memorandum of Understanding #2023-04 grants full time employees Paid Family Leave, an up to twelve week fully compensated benefit for the birth of a child, placement of a child for adoption or foster care, and to care for a covered family member with a serious health condition. Paid Family Leave will be effective at the beginning of the pay period that includes Council's acceptance of Memorandum of Understanding #2023-04. The passage of this ordinance indicates City Council’s acceptance of Memorandum of Understanding #2023-04, a copy of which is attached hereto.
Emergency action is recommended in order to allow for expedient implementation.

WHEREAS, representatives of the City of Columbus and AFSCME Local 1632, entered into Memorandum of Understanding #2023-04, a copy of which is attached hereto, which grants full time employees Paid Family Leave, an up to twelve week fully compensated benefit for the birth of a child, placement of a child for adoption or foster care, and to care for a covered family member with a serious health condition; and
