Explanation
BACKGROUND: This legislation authorizes modifying the contract for professional engineering services with Pomeroy & Associates, Ltd., transferring funds within the Storm Sewer Bond Fund; and amending the 2004 Capital Improvements Budget for the Moler Road Stormwater System Improvements Project.
While investigation and design for a new storm sewer on Moler Road was in process an additional drainage problem along Berkeley Road was identified by area residents. The additional flooding problems between Moler Road and Frebis Avenue was investigated for improvements by the Marion Road Areawide Study (CIP 972). The Marion Road study determined that storm sewer improvements along Berkeley Road were needed to resolve the problems. The scope of the Moler Road project should incorporate storm sewer improvements along Berkeley road so that the Moler road sewer capacity is adequate and that proper interaction of the two interconnected systems is ensured. Designing a single improvement project is more cost efficient and will allow a single construction project to minimize disruption to area residents and the traveling public. This contract modification will pay for additional engineering services needed to expand the scope of services to include storm sewer improvements along Berkeley Road and avoid adverse impacts on the Moler Road storm sewer. This contract modification is necessary to allow payment for the additional engineering services. it is necessary to revise the construction plans for Moler Road to include the additional area's drainage improvements, easement descriptions, and exhibits.
BID INFORMATION: To select this firm originally, the Director of Public Utilities requested detailed proposals from the firms of Pomeroy & Associates, Ltd.; Jones-Stuckey, Inc.; and C.F. Bird & R.J.
