Explanation
1. BACKGROUND
This ordinance authorizes the Director of the Department of Public Utilities to enter into a contract with Evans, Mechwart, Hambleton & Tilton Incorporated (EMH&T), for professional services for the design of the Circuit 23 Street Lighting Improvements project, CIP #670892-100000, in an amount up to $299,564.90.

This project consists of a new design to completely replace all streetlight material for approximately 152 lights on existing city lighting Circuit 023 including: poles, luminaires, cable, conduit, pull boxes, and other associated material as required. The lighting will be upgraded to LED lighting which has proven to be more energy efficient and will result in an energy consumption savings for the City of Columbus. The design process will also determine a new streetlight layout based on the measurement of light intensity using current Division of Power specifications.

The project will take place in the Franklinton area of Columbus on West Broad Street, Central Avenue, and side streets north of I-70. The West Broad Street portion of Circuit 023 will be a new 3-wire underground circuit with a mix of decorative thirty foot poles and pedestrian scale LED lighting. The existing overhead portions of Circuit 023 that are south of West Broad Street will be a separate circuit and remain overhead utilizing wood poles and cobra head LED luminaires. Additional engineering coordination and design services are anticipated due to this circuit’s overlap with the West Broad Street Bus Rapid Transit project area.

The Community Area is 54 - Franklinton.

TIMELINE: Inspection and assessment work is anticipated to begin in September 2023, with completion of the study phase (current contract) occurring in March 2025. Following the study phase, a design phase will be initiated in November 2025 and completed in May 2027. A construction phase is anticipated to follow from February 2028 through February 2029.
