Explanation

BACKGROUND: This legislation authorizes the transfer within the Division of Neighborhood Development, $40,000 within the General Fund, and the subsequent transfer and appropriation to the Health Operating Fund in order to fund the Council on Healthy Mothers and Babies. This transfer is necessary because the original appropriation was made to the Department of Development. After further consideration it was determined that the most appropriate department to oversee this contract is the Health Department.

FISCAL IMPACT: Funding for this transfer occurred with the passage of the 2007 General Fund Budget on February 5, 2007.

EMERGENCY: There is an immediate need to transfer $40,000 within the Neighborhood Development, in the General Fund, and the subsequent transfer and appropriation to the Health Operating Fund to provide authority to enter into a contract with the Council of Healthy Mothers and Babies.

WHEREAS, this transfer is necessary because the original appropriation was made to the Department of Development, and upon review, it was determined that the most appropriate department to oversee this contract was the Health Department, and;

WHEREAS, funding for this transfer occurred with the passage of the 2007 General Fund Budget on 2-5-07, and;
