Explanation
BACKGROUND: This legislation authorizes the Department of Technology (DoT) on behalf of the Department of Public Utilities to modify and extend contract CT-15918 with Indus Utility Systems, Inc. (Indus) to purchase a Archive Manager software module and support for the water and sewer information management system (WASIMS). The WASIMS database continues to increase in size. At the current rate the system will increase beyond its data storage capacity before the end of the first quarter of 2006. Without intervention, this would cause failure to the WASIMS billing system.
During fiscal year 2000, the original contract, initiated in 1994, was assumed by the Department of Technology along with the operations and maintenance responsibilities. The original contract, Section 12, provides for modifications and changes in scope of service. An archive/purge function was not addressed in the original contract because such function was not available. Recently, research and quotes were obtained while exploring the idea of adding the archive/purge module. Authorizing this contract modification, in the amount of $200,000.00, will allow DoT to implement and install an archive managing module to an existing billing system, currently supported by Indus. This module will allow the department to select and move non-current data from a production database to an archive database, in accordance with the City Record Retention Policy. It will allow the department to manage database size, increase system response times and maintain historical billing records. Without this modification, DoT may loose historical billing data that may cause a negative impact to customer service.
