Explanation
Article 38, Section 38.4 of the collective bargaining agreement with the Fraternal Order of Police, Capital City Lodge No. 9 ("FOP") and the City of Columbus, December 9, 2020 through December 8, 2023, requires that any modifications to the collective bargaining agreement be agreed to by the parties. Memorandum of Understanding #2023-05 grants full time members Paid Family Leave, an up to twelve week fully compensated benefit for the birth of a child, placement of a child for adoption or foster care, and to care for a covered family member with a serious health condition. Paid Family Leave will be effective November 12, 2023, the beginning of the pay period that includes Council's acceptance of Memorandum of Understanding #2023-05. The passage of this ordinance indicates City Council’s acceptance of Memorandum of Understanding #2023-05, a copy of which is attached hereto.
Emergency action is recommended in order to allow for expedient implementation in accordance with the terms of the agreement.

WHEREAS, representatives of the City of Columbus and the FOP, entered into Memorandum of Understanding #2023-05, a copy of which is attached hereto, which grants full time members Paid Family Leave, an up to twelve week fully compensated benefit for the birth of a child, placement of a child for adoption or foster care, and to care for a covered family member with a serious health condition; and
