Explanation
BACKGROUND: This ordinance authorizes the amendment of section 329.18 of the Columbus City Codes (Competitive Sealed Bidding).
This amendment clarifies that an explanation of responsible wage provisions, including the current responsible wage at the time of contract execution, shall be included in all relevant City contracts. This change is meant to help vendors avoid accidental noncompliance with these provisions of the code.
The following language is added to CCC section 329.18(b) to establish this requirement. Any other changes are ancillary to that amendment or to correct typos.
(12) The contracting agencies of the City are directed to include in all contracts regulated by division (b) of this section, a summary of: the definition of responsible wage found in section 329.01, the requirements found in division (b)(8), and the current responsible wage as determined in accordance with division (b)(11).
FISCAL IMPACT: There is no direct fiscal impact from this legislation.
Title
To amend a section of Chapter 329 of the Columbus City Codes to provide clarity to vendors regarding responsible wage requirements in the City Codes.
Body
WHEREAS, Ordinance 2052-2023, passed on July 17, 2023, created and amended the most recent provisions of the Responsible Wage requirements in Chapter 329 of the Columbus City Codes; and
WHEREAS, not all relevant City contracts currently include language regarding the responsible wage current rate or the requirements; and
WHEREAS, such a requirement will help prevent accidental noncompliance; and
WHEREAS, it has become necessary for City Council to amend Chapter 329 to provide clarity to vendors regarding the responsible wage provisions; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 329.18 of the Columbus City Codes is hereby amended per the attachment to the ordinance titled 3379-2025 Amendment Language.
