Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with Evans, Mechwart, Hambleton & Tilton, Inc. (EMH&T), for professional engineering services for the Bliss Run Relief Trunk Sewer Phase 3 Project. This project will address long-standing flooding problems in this East Columbus neighborhood. The construction contract with Kokosing Construction Company is currently being finalized. City Council passed legislation authorizing the Public Utilities Director to enter into this construction contract in the amount of $11,487,560.43 on February 6, 2006.

2. ENGINEERING CONTRACT AWARD: EMH&T was selected in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through requests for proposals". A request for proposals (RFP) was placed on the City's webpage on October 25, 2005. Four proposals were received and opened on November 11, 2005.

Upon review of the technical proposals, the bidders were ranked using criteria specified in City Code, and more specifically: competence to perform the required services, past performance, rates/estimated hours, quality/feasibility of the technical proposal, and location of the workforce.

Based upon these criteria, EMH&T, Inc. was selected as the highest-ranked bidder. Their Contract Compliance Number is 31-0685594.

3. EMERGENCY DESIGNATION: It is requested that this Ordinance be processed in an emergency manner as the construction administration contract needs to be in place in order to proceed with construction work. Construction needs to proceed as soon as possible to ensure sufficient progress during the 2006 construction season.

4. FISCAL IMPACT: The Division is requesting an amendment to the 2005 Capital Improvements Budget for purposes of establishing sufficient budget authority for this expenditure. In addition, this legislation includes a transfer of funds within the St...
