Explanation
1. BACKGROUND
The purpose of this ordinance is to amend Ordinance 1671-2019 in order to change the funding source. The funding for 1671-2019 will now come from the United States Department of Transportation (USDOT) Smart City Grant Fund instead of City of Columbus cost share funds.

Ordinance 1671-2019 authorized the Chief Innovation Officer to enter into a professional services contract with Park Mobile in an amount of up to $450,000.00 to create a one-stop location for drivers in Columbus to find, reserve, and pay for parking across the downtown and Short North areas of Columbus via both mobile and web applications. Parking providers of garages and surface lots will also be able to provide parking availability information to the application either automatically through an interface or through a web-based user interface. This will expand the functionality of the existing ParkColumbus parking application.

The original legislation used City cost share funds for the Smart City program to pay for this contract. Approval has since been obtained from USDOT to use the Smart City grant funds for this expense, which is why the legislation is being amended to change the source of the funding.

2. FISCAL IMPACT
This is a reimbursable budgeted expense of up to $450,000.000 for this project within Fund 7768 (Smart City Grant Program), Grant G591610 (2016 USDOT Smart City Award). Fund 7768, Grant G591610, Division 5912, already has $550,000.00 appropriated in Object Class 06 (Capital Outlay) so it will not be necessary to appropriate funds within the grant for this expense.

3. EMERGENCY DESIGNATION
Emergency action is requested in that it is immediately necessary to authorize the Chief Innovation Officer to execute a contract with Park Mobile authorizing the expenditure of requisite engineering and design funding so as to prevent unnecessary delays in the Smart City Challenge deployment schedule.
