Explanation
1. BACKGROUND: This legislation authorizes the Director of Finance and Management to enter into a construction contract, on behalf of the Office of Construction Management, with Setterlin Building Company, for the East Central Health (hereinafter EHC) Upgrades project, in the amount of $1,675,000.00, and to encumber funds with the Department of Public Service for prevailing wage services in the amount of $3,000.00.
Work under this project includes installation of a new whole house generator on the west side of the East Central Health building and replacing the existing roof top unit (RTU) and HVAC controls throughout the building. Other such work may also be necessary to complete the contract in accordance with the bidding documents.
2. CONSTRUCTION CONTRACT AWARD: The project was let by the Office of Construction Management through Vendor Services and Bid Express. Of the 599 vendors solicited, 185 were Minority-owned, 2 were Veteran-owned, 299 were Small Business-owned, and 110 were Women-owned.
The Director of Finance and Management publicly opened one (1) bid, from Setterlin Building Company, on April 2, 2025. Setterlin Building Company holds majority-designated status.
Setterlin Building Company $1,650,000.00
Setterlin Building Company’s bid was deemed the lowest, best, most responsive and responsible bid in the amount of $1,650,000.00. Their DAX Vendor Account No. is 4372 (expires 4/9/27, Majority-designated).
The Department of Financing is also adding an additional $25,000.00 to project contingency for performance of interior work after hours.
3. SUBCONTRACTOR PARTICIPATION: The ODI-assigned goal for this project is 10%. Setterlin Building Company proposed using subcontractor Barnett Mechanical Services, an MBE-designated firm, to meet this goal.
