Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into professional services contracts to support the preparation of the City of Columbus' portion of the Joint Columbus and Franklin County Consolidated Plan for 2005-2009. The City of Columbus is required by the U.S. Department of Housing and Urban Development to prepare a Consolidated Plan prior to receiving federal housing and community development monies. The Consolidated Plan is a comprehensive budgetary and planning document that details the community's overall housing, economic development and social services needs and defines strategies to address these needs over a four year period.
This ordinance is submitted as an emergency so as to avoid any delays in Consolidated Plan process.
FISCAL IMPACT: A total of $50,000 is allocated from the FY 2003 Community Development Block Grant (C.B.D.G.) Fund.
