BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional services contract for Distribution Improvements-Water Master Plan Needs Assessment, Contract No. 1079, C.I.P. No. 690290 in conjunction with the 2005 Capital Improvement Program for the Division of Water. In accordance with the provisions of Chapter 329.11, of the Columbus City Codes 1959, Request For Statement of Qualifications for this project were received and reviewed from the following three (3) engineering firms. All three firms were selected as finalists for this project and they submitted technical proposals by the August 19, 2005 deadline:
CDM
URS Corporation
Malcolm Pirnie, Inc.
The proposals were judged on their technical merits by a point system. Based on the evaluations of the Selection Committee, CDM was selected. The Division of Water does not have sufficient personnel to prepare the plans and specifications to complete this project in a timely manner. It is necessary to obtain the services of a consulting engineer so that the plans and specifications can be developed to facilitate the construction of this component of the Capital Improvement Program.

FISCAL IMPACT: This project is included in the 2005 C.I.B. and funds are being transferred to provide the monies needed for this project.
This ordinance is submitted as an emergency so as to allow the earliest possible start of this study. Long range planning is essential for proper operation of the Division of Water's system especially under competing constraints of customer service, regulatory requirements, an aging infrastructure, and limited fiscal resources.
