Explanation
This ordinance authorizes the City Clerk to enter into a grant agreement with Riverview International Center, Inc. in support of their workforce development programming focused on serving New Americans in the Northland neighborhood.
Riverview International Center (“The RIC”) is a local non-profit that seeks to empower New American neighbors by supporting individuals, strengthening families, and nurturing community. Their vision is that all New Americans are welcomed and empowered to thrive.
Workforce development programming at the RIC helps immigrants and refugees secure and maintain living-wage jobs and work toward long-term career goals. RIC’s workforce program also connects clients to other services, like English classes, digital literacy, health care and benefits navigation, and educational programs for children of all ages. The RIC seeks this grant support to expand their workforce development programming in the Northland neighborhood.
Grant funding will provide general operating support, which may include hiring a Kinyarwanda speaker to provide language and cultural support for our Northland job seekers. This person will provide interpretation services and will serve as the cultural broker who brings understanding and education to both service provider and job seeker.
Since the organization lacks the funding necessary to operate the program fully on a reimbursement basis, funds will be advanced to Riverview International Center, Inc. in support of their workforce development programming focused on serving New Americans in the Northland neighborhood.
Fiscal Impact: Funding ($10,000.00) is available within the Neighborhood Initiatives subfund.
Emergency Designation: Emergency legislation is requested in order to ensure a timely issuance of grant funds in support of the program.
