Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with Ribway Engineering Group, Inc., in the amount of $279,256.41, for professional engineering services for the Little Avenue Area Water Line Improvements Project, Division of Power and Water Contract No. 1162.

The purpose of this project is to construct necessary improvements to the water distribution system in the Little Avenue Area. The improvements identified in the scope of work will replace mains that have high break histories and require frequent maintenance. This project consists of thirteen (13) project sites including Little Avenue, Garling Avenue, Ransburg Avenue, Geneva Avenue, Wilson Drive, Scott Road, Jackson Road, Rosemont Avenue, Searles Avenue, Laurel Avenue, and Linnet Avenue for a total of 16,800 feet of new six- (6) and eight- (8) inch diameter water line.

2. BID INFORMATION: The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through requests for proposals." Requests for Proposals (RFP's) were received on January 7, 2011 from Ribway Engineering Group, Inc., Jones Stuckey LTD, Inc., and DLZ Ohio, Inc.

An evaluation committee reviewed the proposals and scored them based on the criteria stated in the Code. Based on the evaluation of the proposals submitted, the Director of Public Utilities requests award of the project to Ribway Engineering Group, Inc.
