Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Service to enter into a construction contract in the amount of $291,523.20, with the Double Z Construction Company, in connection with the Roadway Improvement - Noe Bixby Road Rehabilitation and Slope Stabilization Emergency Project.
This ordinance further authorizes the expenditure of $43,728.48 for the payment of construction administration and inspection services.
A Mayor's Emergency was declared on April 27, 2011, in response to Department of Public Service engineering personnel determining it immediately necessary to perform an emergency rehabilitation of a section of Noe Bixby Road
This Project is an emergency to rehabilitate a portion of Noe Bixby Road South of Livingston Avenue due to the failure of the side slope to the Big Walnut Creek. This slope failure has encroached onto the adjacent roadway causing hazard to the traveling public.
No existing sidewalks are present, this Project is an emergency, corrective rehabilitation and will occur on the Big Walnut Creek side of the roadway only and will not construct sidewalks. No ADA ramps will be added or reconstructed on this project.
The estimated Notice to Proceed date is May 2, 2011. The contract length is 30 calendar days from the Notice to Proceed date. Due to the emergency nature and short turnaround time necessary for this project 3 vendors were solicited to submit bids. Bids were received on April 22, 2011 (3 majority) and tabulated on April 23, 2011 as follows:
