Explanation
[BACKGROUND: The Board of Health was awarded $974,584 in grant monies from the Ohio Department of
Health, Centers for Disease Control for the Public Health Infrastructure program. This ordinance is needed to
authorize a contract with the Franklin County Board of Health for $259,685 for the time period August 31,
2005 through August 30, 2006.
The purpose of the contract is to maintain a Public Health Infrastructure system in the event of bioterrorism
activities in Franklin County. This contract is necessary per the requirements of the Ohio Department of
Health, Public Health Infrastructure proposal.
Emergency action is requested to facilitate and expedite the Franklin County component of maintaining a
public health infrastructure in central Ohio.
FISCAL IMPACT: The Public Health Infrastructure grant budget provides $259,685 for a contract with the
Franklin County Board of Health.

WHEREAS, the Franklin County Board of Health will establish a public health infrastructure; and,
WHEREAS, this contract is necessary per the requirements of the Ohio Department of Health, Public Health Infrastructure proposal; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to authorize this contract for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
