Explanation
The Public Service Department, Transportation Division has recently completed the reconstruction and widening of Lane Avenue from a point 700 feet west of Olentangy River Road to a point 500 feet east of North High Street. This improvement widened Lane Avenue to five lanes and constructed curb, gutters and sidewalk. The project also included a new storm sewer system, waterline replacement, mast arm signal poles, lighting and tree plantings. The original contract with Nickolas Savko and Sons, Incorporated, was authorized by Ordinance 1577-2003 passed by City Council June 23, 2003.
A construction contract modification in the amount of $506,586.25 is needed at this time to reflect additional expenditures related to under-cutting a greater-than-estimated area of poor soil beneath existing Lane Avenue, miscellaneous on-site improvements requested by The Ohio State University (OSU) that were within their share of the project's financing and post-design standards that called for wider crosswalks; since these crosswalks were stamped and dyed asphalt the retro-fitting expense was considerable. Prices for this modification were determined by negotiation with the contractor and are consistent with those quoted within the original contract. Nickolas Savko and Sons, Incorporated's contract compliance number is 31-0907362; this expires May 18, 2007.
Fiscal Impact: The original contract amount was $7,293,646.53. This is the first contract modification. The modification amount is $506,586.25. The total contract amount including this modification is $7,800,232.78. Funds for this modification are available within the State Issue Two Street Projects Fund in the Lane Avenue project. This legislation appropriates the necessary funds and authorizes this expenditure.
Emergency action is requested to provide for expeditious project close-out.
